This is a character from the graphic novel The Sandman written by Neil Gaiman, her name is Death, she is the older sister of the Dream King Morpheus (who is the main character in The Sandman books)

I don't know really why, but I fell in love with this character as I was reading "Death: The High Cost of Living" by Neil Gaiman and Chris Bachalo. I really like this piece as it really is a nice amalgamation of Bachalo's art and Mike Turner's. It truly is Death at her finest.
